Plano voters will decide Nov. 3 whether the city can impose several new taxes to help finance a proposed city-owned arena at the Shops at Willow Bend.
The taxes would not directly increase Plano’s property tax rate. Instead, they would apply to short-term rental cars and hotel stays across the city, as well as tickets and parking at the proposed arena. The city could also charge a facility-use tax to teams that play there.
According to the city of Plano, if voters approve Proposition A, the city could impose:
- Rental cars: A tax of up to 5%
- Hotels: A tax of up to 2%, bringing the maximum combined hotel occupancy tax rate to 15%
- Arena parking: A tax of up to $3 per vehicle
- Arena admission: A tax of up to 10% of the ticket price
- Major league teams: A facility-use tax of up to $5,000 per game for each team playing a professional sports game at the arena
The proposition asks voters to authorize the venue project and the taxes that could finance it.
The city’s potential financing plan could also include new commercial property tax revenue generated within the Willow Bend Tax Increment Reinvestment Zone, or TIRZ, along with other arena-related revenue.
- City of Plano Special Election – Proposition A
THIS IS A TAX INCREASE; Authorizing the City’s venue project, specifically being a new multipurpose arena for professional or amateur sports, entertainment, and civic events in The Shops at Willow Bend shopping mall area in the City, and authorizing imposition of one or more of the following for the purpose of financing the venue project: (1) a short-term motor vehicle rental tax in the City at a rate not to exceed 5%; (2) an event parking tax at the venue project not to exceed $3.00 per vehicle; (3) an event admissions tax at the venue project at a rate not to exceed 10% of each ticket price; (4) a venue facility use tax in an amount not to exceed $5,000 per game on each member of a major league team that plays a professional sports game at the venue project; (5) a hotel occupancy tax in the City at a rate not to exceed 2% of the room price. If approved, the maximum hotel occupancy tax rate imposed from all sources in the City of Plano would be 15% of the price paid for a room in a hotel.
